OAD construction in continuous urban areas should be the responsibility of a single body, similar to the proposed trunk road construction units, suggests a memorandum to the Royal Commission on Local Government. The memorandum, submitted jointly by the British Road Federation and the Automobile Association, says this would allow greater scope' for high quality staff and continuity of employment for engineers and technicians.
On the need for a complete review of road administration and finance, they say: "It more and more becomes clear . that the very large investment required in roads, particularly urban roads, will not be financed by current annual budgeting out of general revenue, whether this should mean central taxation or rates."
