Which of the following most accurately describes the problem?

A LOWER TOLL for heavy goods vehicles crossing the Tay Road Bridge was suggested in the Commons last week by Mr. John Bruce-Gardyne (Tory, South Angus). He noted the shortfall in the number of commercial vehicles crossing the bridge compared with the forecast on which the schedule of toll charges was based. If a trial period of lower tolls led to a substantial increase in traffic this would mean a net increase in revenue, he suggested.

But Mr. William Ross, the Scottish Secretary, told him that under the Tay Road Bridge Order 1962 the schedule of tolls might be revised only after the bridge had been open for 12 months.
