Which of the following most accurately describes the problem?

IONG-TERM planning paid off last week with a record turn round of the Silver Constellation at North 3 Canada Dock, Liverpool. Unloading by A. E. Smith Coggins, master porters, of the cargo of 9,000 tons of packaged timber consisting of plywood, ordinary timber, and sleepers, began on Sunday November 6, and was completed by Thursday night, November 10.

Discussions began some months ago between Smith Coggins, British Road Services, the Mersey Docks and Harbour Board, and Henry Tyrer and Co. Ltd. to agree on a method of handling bulk cargoes of timber in a packaged form.

Smith Coggins considerably improved dockside facilities and mechanical handling equipment. Revised documentation was prepared based jointly on BRS and Smith Coggins consignment notes to speed up the operation. And with the co-operation of the master porters and the port authorities, a new system of working was instituted, as a direct result of which the vessel was cleared in a record time of five days. The Silver Constellation is on tong-term charter to the Seaboard Lumber Co. of British Columbia and her cargo is being distributed throughout the North West and Midland areas by BRS on behalf of Henry Tyrer and Co. Ltd., Seaboard agents.

BRS and Smith Coggins set up a joint control point on the dock to clear the cargo as it yeas unloaded by ship's gear and transferred to a continuous flow of BRS vehicles. The saving of time in dock was at the rate of over 15.2 standards an hour—a considerable reduction in the cost of maintaining the ship at the quay.
