Which of the following most accurately describes the problem?

PRODUCTION of commercial vehicles in the first eight months of this year totalled 292.387, compared with 222,791 for a similar period in 1959—an increase of 69,596. There was also an improvement in exports, 105,295 vehicles being ;ent overseas between January and August this year, compared with 88,598 ,n the corresponding period last year.

The output of commercial vehicles in August, however, was only 28,920, the lowest monthly figure of the year. This .3ompares with the previous lowest level ;et up in February of 33,357. Exports

in August, 12,952 vehicles, were at a better level than 12 months previously when the figure was 9,483. This represents an increase in value of over £2.4m.
