Which of the following most accurately describes the problem?

• Uniformed police officers are to remain the only people allowed to stop vehicles, despite pressure from local authorities and the Vehicle Inspectorate (VI) to allow their staff to pull over law-breaking operators. After months of discussion the Home Office is poised to rule out widening local authority and VI powers, but is understood to be considering letting the police have a share of any future fines that might be imposed for emission test failures.

The shortage of police has arisen because cash-strapped Forces are increasingly unwilling to commit officers to other organisations' road checks.

The Home Office aim is to bolster police forces' enthusiosm for working with the VI and local authorities by giving them a cut of proposed fines.
