Which of the following most accurately describes the problem?

CONSTRUCTIVE progress is being made on the roads programme, the Confederation of British Industry president Sir James Cleminson said last week.

He said that talks had taken place involving the Government, the CBI and the Trades Union Congress, under the umbrella of Neddy, the National Economic Development Council.

Speaking at the annual lunch of the CBI's North West Region Sir James said: "A final report on the review team's work will be presented in July, and I believe that constructive progress is being made."

While opinions differed within Neddy on the speed of the investment, Sir James said: "We need projects which will produce a good return for us, the taxpayer, to be brought forward and not left on the shelf." He pledged that there would be no let-up in the campaign for a better infrastructure.

Sir James argued that he supported proposals to extend flights to and from Manchester airport, so that NorthWest England and the NorthEast could gain better road links between them.
