Which of the following most accurately describes the problem?

THE "pirates of the road haulage industry who cheat as hard as they can by getting round the regulations in respect of articulated vehicles," were referred to by the Northern Licensing Authority, Mr. J. A. T. Hanlon, during the hearing of an application at Carlisle.

The application, which was granted, was that of Mr. G. A. Stamper, of Culgaith, Penrith, who asked for variation of an A licence to add one tractive unit and two trailers.

Mr. Hanlon pointed out that he would have to specify on A licence the type of trailer or the maximum number of a particular type to be used. "Some people have been cheating rather openly in this business of articulated vehicles," he said. "They have been getting the vehicles and then using them for a special type traffic. In order to stop these people doing it I have got to make these arrangements to cover everybody."
