Which of the following most accurately describes the problem?

A N Opposition move to exclude fuel from the 10 per cent. surcharge made permanent in the Budget failed by 251 to 191 votes when the Commons debated the Finance Bill this week. Mr. Gilbert iVlitchison (Lab., Kettering) who proposed the change. accused the Government of choosirig the very worst possible moment for adding an " oncost " to industry.
