A N Opposition move to exclude fuel from the 10 per cent. surcharge made permanent in the Budget failed by 251 to 191 votes when the Commons debated the Finance Bill this week. Mr. Gilbert iVlitchison (Lab., Kettering) who proposed the change. accused the Government of choosirig the very worst possible moment for adding an " oncost " to industry.
It would be quite wrong for the Government to accept the Opposition suggestion in the circumstances of this year, replied Mr. Anthony Barber, economic secretary to the Treasury_ The cost would he £39 m. in a full year.
