T" question of transport rates was the subject of a debate in the European Parliament last week over a report on common transport policy. The resolution was approved by the E.P.A. and sent to the President of the E.E.C. Commission. The Commission (The Commercial Motor last week) was this week to finalize a draft plan for a common transport policy to be submitted to the Council of Ministers by May 25.
The main points in the resolution were these: Transport rates must be set in the light of costs and the market situation. Cut-throat competition must be prevented. Maximum and minimum rates should be set for a transitional period. Publicity for all rates tariffs is essential. Where rates not covering costs are imposed by law, compensation should be allowed. The resolution also emphasized the need to " harmonize" taxation of transport. It also stressed that any timetable that would be laid down for the implementation of a common transport policy should take account of the acceleration in the general common market provisions.
