Which of the following most accurately describes the problem?

LONDON TRANSPORT is making a La determined effort to encourage pleasure travel. In addition to the 28 reserved-seat excursions now being operated with double-deck buses on Sundays and Bank Holidays, London Transport Executive last Sunday started a new scheme of coach trips covering 7,000 miles of route. It is by far the biggest programme of its kind ever launched by the Executive.

The coach trips, on which seats may be reserved, number nearly 100 and are intended to open up new pleasure grounds for people in the outer London area by giving them direct links with beauty spots and places of interest which have hitherto involved difficult journeys. Over 60 towns and villages are covered by the scheme, including Gravesend. Watford, Wcybridge and Walton, Romford, Redhill, Hitchin, Luton, St. Albans, Hertford, Hatfield, Epping, Grays, Brentwood and Staines.

These places are starting points for specially routed trips up to 60 miles long, which are being run on Saturdays, Sundays and Wednesdays throughout the summer. As well as excursions to beauty spots, circular tours are being run. Special excursions from districts out of town to Tower Pier enable passengers to transfer to the pleasure steamers for journeys to Southend and Margate.

In addition to four special Festival services already running, five new services to the Fun Fair in Battersea Park were inaugurated last Friday. Among the special facilities being offered is a 21-mile circular service beginning and ending at Buckingham Palace Road ad operated by the four RT buses which last year toured the Continent to publicize the Festival.

NEW RULES FOR PASSENGERS THE North-Eastern Accident Prevention Federation has decided to press for the introduction of legislation which will make it an offence for passengers to board or alight from public service vehicles while they are in motion or halted at other than authorized stopping places.
