Which of the following most accurately describes the problem?

and District Traction Co. increases in fares on the scale proposed, Sir Arnold Musto, Western Licensing Authority, has now published his own proposals, basal on a sliding scale. Furthermore, at another hearing at Haverfordwest. last week, Sir Arnold, acting for the South Wales Licensing Authority. granted an applicant new fare schedules. but stipulated that by June I another application for fares variations based on a sliding scale would have to be made.

In the case of Cheltenham and District Traction, Sir Arnold has proposed fares "base.. on a definite sliding scale so that within the proposed limits of distance for each fare, every passenger on every service will pay the same charge for travelling the same distance and all unfair and vexatious anomalies are eliminated." Where there are exceptions these are made for " good and sufficient reasons to meet public convenience."

The Id. fare which the undertaking was anxious to retain is included in the new charges. A workmen's minimum return of 2d. is suggested.

Examining the application of D. J. Morrison, Ltd.,.Tenby, for higher rates on four services, Sir Arnold d:sagreed with the concern's method of applying. Ile asked why the company did not apply for an increase sufficient to cover a loss, and said. that the increase— claimed to be 10 per cent.—was in some cases 20 pei cent There had been no attempt to make the new rises on a logical basis.. Th... application was granted, provided that the new proposals were made by June 1.
