Which of the following most accurately describes the problem?

A Derby haulier and one of its drivers were each fined £500 by West Bromwich magistrates on seven charges of tachograph record offences.

Swadlincote Parcels of Swadlincote said there had been an error but the firm was now tightening its control. The firm and the driver, Stewart Bacon of Church Gresley, Swadlincote, each admitted to seven charges of failing to return tacho charts within 21days.

Each defendant was also ordered to pay £65 costs.

Karen Salisbury, for the Vehicle Inspectorate, said the offences came to light when Bacon drove onto the Perry Bar truck park, Birmingham, off the M6 last August.

The firm said in a letter to the court that there had been an error by the firm and an oversight by the driver: "The driver had nothing to hide and we are now taking steps to tighten control and make sure this kind of thing does not happen again."
