Which of the following most accurately describes the problem?

AN advanced stage has been reached in negotiations for a merger between Tours (Isle of Man) Ltd. and Hamell's Garage Ltd., Douglas. Mr. J. F. Edmonds, managing director of the former company, told COMMERCIAL MOTOR that the Tours fleet of 14 coaches and the 12 operated by Hamell's would be amalgamated, probably giving 22 vehicles in active use.

In the past an important feature of the Hamell work has been providing connections for the BUA-Manx Airways services.
