Which of the following most accurately describes the problem?

THE Watch Committee of Oxford City Council has invited the Oxford and District Coach Proprietors' Association to appoint representatives to have "discussions" with the committee. The Association was formed a year ago and already has about 25 members.

The exact form the discussions will take is not known. However, in a recent letter to the Watch Committee the Association pointed out that it wished to make known amenities which were available and went so far as to say that some of its operators would be willing to operate reliefs on poorly served routes in Oxford.
