Which of the following most accurately describes the problem?

THE cheap fares scheme for Edinburgh's old-age pensioners has lost nearly E+rn. in its first year.

Mr. Ronald Cox, the Corporation's transport manager, reported to the transport committee last week that there was an average loss of 5d. per journey and the total estimated revenue loss was £242,666 per annum_ He said that 56,000 permits were in use entitling the old people to travel at a flat rate of 3d. per journey at off-peak hours on weekdays, Sundays and public holidays.

The committee accepted Mr. Cox's suggestion that the £50,000 already agreed to be transferred from burgh funds to the transport account for the concessionary scheme was unreasonable and that it should be increased to cover the deficit.

If the concessionary fare were increased to 4d,, and thereafter maintained at the current standard minimum fare, an annual allocation of about £200,000 would be appropriate, said Mr. Cox.
