Which of the following most accurately describes the problem?

THAT the Magnet Joinery Group paid higher rates in 1959 than in 1964 was alleged at the resumed hearing, before the Yorkshire deputy LA, Mr. Maxwell Gosnay, at Leeds last week, of an application by Stanley S. Hyde Ltd., of Bingley, to add 13 vehicles on A licence. The fleet consists of six vehicles on A, five on B, together with 15 on Contract A and five on short-term B, all with Magnet Joinery. Subject to a grant, the short-term licence will be surrendered.

In his cross-examination of the Magnet Group transport manager (Mr. D. Barker), supporting the application, Mr. R. Dean, QC, for eight independent road objectors, quoted a rate offered by the group of 47s. a ton in 1959, from Bingley to Grays (Essex) compared with 43s. 4d. in 1964, and 40s. a ton Bingley to Birmingham in 1959 against 38s. 3d. in 1964. Mr. Barker said Hyde was now paid 46s. a ton to Grays.

In answer to Mr. J. Mellor, for the applicant, Mr. Barker said the movement of joinery and so on was between factory and factory, and factory and depots situated in various towns, together with a nation-wide delivery. A high percentage of multiple deliveries was involved. They had 50 loads a day to move with a pool of 60 vehicles, including 29 of their own vehicles; this was proving inadequate in view of an average journey time of two days. Magnet could employ all the vehicles applied for, and the minimum payment was 9 tons per load. No more vehicles were wanted on Contract A, as loading both ways was unlikely.

Replying to Mr. J. W. Bosomworth, for BRS, as to the need for 13 extra vehicles, Mr. Barker said that following his appointment last year he found he was able to lay off 13 vehicles, but later ran into difficulty and would be very short when production reached its peak.

Supporting evidence was also given by Mr. J. T. Wormald, of Wimsol Ltd., Keighley, and Mr. G. Farrow, of Hammonds Sauce Co. Ltd., Shipley. Mr. Wormald said their traffic was mainly 10-ton bulk loads to London and Glasgow, and in answer to the deputy LA said the rate was 45s. a ton to both places.

The objectors called Mr. J. G. Fielder, of J. G. Fielder (Haulage) Ltd., Bradford, Mr. J. Bell, of Bells Transport Services, Bradford, and Mr. A. Parker, of BRS Bingley depot; all were prepared to place vehicles at the disposal of Magnet Joinery.

In his submission Mr. Dean referred to the application for 20 additional vehicles, heard in July last and refused (COMMERCIAL MOTOR, July 23). He said no appeal was lodged and asked Mr. Gosnay to refuse to act as a court of appeal against his predecessor's decision.
