Which of the following most accurately describes the problem?

the recent fuel-duty demos by Trans Action, particularly the "stop press" story that 14 drivers who took part in the London demo face prosecution for driving without due care and attention (CM 11-17 June).

I wasn't on the demo and have no inside knowledge, but my common sense tells me that there something funny going on here.

There were no reports of drivers doing anything stupid; they just drove slowly in convoy. Surely, a slow truck in a convoy is, if anything, safer than a truck doing its 56mph limit.

Could it be that "the powers that be" told the local cops to push through some minor, but endorsable, offences to scare off drivers who might otherwise join in?

I'm pleased to see that the Trans-Action organisers are refusing to bow down to this pressure. They are, after all, fighting for the long-term survival of the whole road transport industry.
