[I t may only be little, but Rover, the Yamaha pooper scooper, carries an unusually large vacuum cleaner to clear dog mess from estates in south London. Tommy Parsons, the hawk-eyed operative employed by Merton Council, swoops with his suction pump whenever he spots an offending deposit. The council was recently given nine months to clean up the Phipps Bridge Estate after a resident took them to court. Now they've got Rover — bringing a new meaning to the expression dump truck.
