Which of the following most accurately describes the problem?

• A failure to report convictions has led to the authorisation on the licence held by John Dalziel Meats, of Preston, being cut from three vehicles to two.

North Western Licensing Authority Martin Albu said that the company had not bothered to let him know about the convictions, and had not even detailed them in the licence renewal application form in January 1991.

Managing director John Dalziel said that there had been four overloading convictions over four years.

He had thought that the convictions were automatically registered at the Traffic Area and that the question on the application form related to pending convictions. The one vehicle currently operated was hired from Salford Van Hire.

Albu said that if a vehicle was hired for a month the Traffic Area should be notified, and again when the company ceased hiring the vehicles. Someone could be driving a vehicle that was still on the company's licence.

If that vehicle got into trouble, then the company's licence would be at risk.
