Which of the following most accurately describes the problem?

• Two reports published this week suggest that UK truck manufacturing is showing signs of recovery, with May's output up more than 30% on the same month last year.

The Society of Motor Manufacturers and Traders says total CV production in May totalled 22,101 units compared to 16,963 in May 1991. Export production rose 37% to 12,161 units from 8,838 last May.

And McGraw Hill's European Trucks Forecast Report says: "Last year's miserable market of a little over 32,000 units is forecast to be bettered in 1992, but a market of 35,000 units would leave manufacturers' volumes at paltry levels again."
