Which of the following most accurately describes the problem?

In its annual report for 1982 the London Transport Passengers Committee has highlighted the political jockeying which it claims dominated London Transport last year.

The committee believed that it was infighting between Whitehall and County Hall, rather than an assessment of real passenger need, which determined the service provided during the year.

It abhorred what it felt was the chaos caused to passengers as a result of which it alledged had led to a decline in the use of LT services and an increase in private vehicles on London roads.

The Committee argues that a tight cash linked approach to LT ignores the real benefit to London of a reliable and efficient public transport system and that increased financial support would be more than offset by the resulting social benefits.

New bus schedules introduced last year to make bus services more reliable did not please the committee which felt that no perceptable improvement had been apparent and that some users had suffered a real decline in their quality of service.

The Committee believes that there remains a definite need to improve the bus services for users and although it welcomes recently introduced fares reduction and simplification it does not believe any further fares reductions should take place if they would jeopardise the advantages gained from that simplification.

It says an improvement in bus service quality must remain a top priority for 1983.
