Which of the following most accurately describes the problem?

DRIVERS of Volvo trucks and coaches travelling in Western Europe, Turkey and Iran are to get a new "Volvo passport" to speed up servicing or repairs.

The passport will be issued via Volvo distributors to customers considered creditworthy. It will be marked with a top credit limit and all overseas Volvo agents will be guaranteed payment up to this limit—provided they first check by telex that the passport is still valid. If the cost of repairs is outside the credit limit then Ailsa Trucks will require an estimate first. If the final account is within 10 per cent of this then the bill will be paid with no trouble.

A special TIR team has been established by Ailsa to administer the scheme, issue passports and visit Volvo dealers overseas to improve the service offered to British Volvo drivers travelling abroad.
