Which of the following most accurately describes the problem?

AThere are discrepancies between the by

laws covering the Blackwell and Botherhithe Tunnels under the Thames. Action is being taken to bring the by-laws into line, but meanwhile leaflets concerning the carriage of inflammable loads and explosives through each of the tunnels can be obtained from the Information Centre, Greater London Council, County Hall, London SE1. The by-laws can also be obtained from this address.
