Which of the following most accurately describes the problem?

• Compared with 12 months ago loss of mileage due to vehicle breakdowns has greatly improved, claims SELNEC PTE. There has also been a marked improvement on the period before the Executive took over 18 months ago. The figure is now below one per cent in the Central Division and at a negligible level in the outer divisions.

Loss of mileage is also claimed to be below one per cent in almost every area, against 14 to two per cent in some isolated cases a year ago. Mr G. A. Harrison, director-general, attributes the improvements in the reduction of breakdowns by recruiting better bus crews and bringing in one-man-operated buses.

Further improvements are hoped for by an extension of the radio-communication systems to overcome traffic congestion. More inspectors will be equipped with "walkie-talkie" radio sets to signal for extra buses when there is a gap caused by traffic hold-ups. This would also help to overcome the often-heard complaint that buses tend to move in convoys.

The official SELNEC statement says "Short of unforeseen difficulties, the Executive is confident that this general improvement in reliability of service to the public can be maintained. Getting the services right has been the Executive's first objective. Turnout and general reliability is at a reasonably satisfactory level and concentration is now being made on making a general review and replanning certain routes".
