Which of the following most accurately describes the problem?

THE training levy on employers in the iron and steel industry will be £7 for each person employed on April 2, 1965. This proposal by the Iron and Steel Industry Training Board has been confirmed by the Minister of Labour and came into force yesterday. The bulk of the levy will be used to make grants for training in the industry and it will be obtained in instalments. The first will become due one month after an employer has received his assessment notice and the second instalment will be payable after a further six months. There are about 325,000 employees in the industry, so the levy will raise over £24-m. • The £7 levy applies only for the " first levy period", which ends on April .5, 1966, and does not necessarily indicate what further levies may be raised. However, it makes an interesting comparison with the levy already agreed for the wool industry, where employers are to pay 0.75 per cent of the total -emoluments they pay. out, excluding pensions, which is equivalent to 4 levy of £7 10s. for every £1,000 disbursed. This may provide a guide to the sort of figure whkh might be . applicable in the road transport industry when the Training •Board(s) is

established later this year. .
