At a public inquiry held in Leeds in June, the TC also disqualified Patrick Fleming for two years. Fleming was the boss of Kinnegad Freight Services, based at a facility in Burma Road, Mansfield. Concerns about the parking document's authenticity came to light after the site's owner, TMR Transport, wrote to the Central Licensing Office (CLO) saying it had received correspondence addressed to Fleming.

The company confirmed that Fleming did not have permission to keep his vehicles there.

TMR Transport had not given that authority, and said that its employee with responsibility for 0-licence matters had no knowl edge of signing the paperwork that had been included with Fleming's application for two vehicles and two trailers.

In his evidence to TC Rooney, Fleming also admitted that a statement he had made to the licensing office — that he had been involved in a minor disagreement with the site owners — was not true.

At the hearing, the TC said the false paperwork resulted in vehicles used on the licence being kept at an unauthorised location.

"Mr Fleming has refused to tell me who was responsible for procuring or producing the false parking permission letter," he said.

"That false letter formed part of the application, which caused a licence to be issued in my name and I am entitled to know where it came from."

The TC added that it is also an offence in its own right to make a false statement to secure an 0-licence.
