Which of the following most accurately describes the problem?

• Reports that British beef is being smuggled into mainland Europe are under investigation at the European Commission. The Europe-wide inquiry has been launched following complaints from the German ambassador in Rome that British beef, covered by false export certificates, is entering Italy via Ireland.

The agriculture commissioner Franz Fischler has written to UK agriculture minister Douglas Hogg, saying that he takes the reports seriously. "We are concerned about safeguarding consumers and rebuilding confidence in the beef market and we intend to investigate the matter thoroughly," says a Commission spokesman.
