Which of the following most accurately describes the problem?

A PLAN by Sheffield United Tours Ltd to expand its package tours into Humberside and West and North Yorkshire has been Slashed by the Yorkshire Traffic Commissioners. In a reserved decision they said that SUT would not be allowed extra facilities at Bradford. Halifax, Wakefield, Goole, Harrogate, Ripon or York.

After reviewing the evidence the Commissioners decided that SUT would only be permitted to offer its full programme from Huddersfield and Dewsbury; foreign tours only from Leeds and Hull, but with no pick-up facilities at Wakefield or Goole.

They commented that the essence of the licensing system is that resources are allocated to meet the needs of existing or potential traffic without any very great regard to customer choice. The Object is to ensure routes are adequately served but not so generously or lavishly as to give rise to wasteful competition.

The Commissioners went on that their general impression was of support from satisfied customers rather than a demand for facilities which were not already available.

There had to be a strict limit to the weight given to mere expressions of consumer preference and where adequate alternative facilities existed passengers could not complain if the exercise of personal choice involved them in inconvenience. They were unable to avoid the conclusion that a grant in full would cause abstraction from existing operators.
