Which of the following most accurately describes the problem?

• An application by Duncan Barbour and Son Ltd., Glasgow, for a new A-licence for four artics, total weight 42 tons, conditioned "mainly on container traffic in Scotland and especially for the container terminal at Greenock," was deferred by the Scottish LA, Mr. A. B. Birnie, in Glasgow on Friday.

Supporting evidence was given by W. B. Wooley (Scotland) Ltd., agent for United States Lines. On behalf of Wooley it was stated the firm had selected three -choice hauliers" who were recommended to shippers to haul container traffic. Of the three, Barbour had been outstandingly efficient, it said.

Mr. Duncan Barbour said £20,000 worth of transportation from the six supporting clients had been estimated and to satisfy that demand the four attics had been applied for.

Road Services Caledonian objected. The witness from Wooley should not be regarded as a legitimate supporter because, it was claimed, it was only an arranger of transport and not a haulier.
