Which of the following most accurately describes the problem?

• "One of the main problems attendant on group operation is that the higher management of the member companies cannot always change their methods or their thinking to a group concept and much of the advantage of group working is consequently lost." This opinion was expressed by one of five RTITB officers who were, in London last weekend, lecturing managing directors and directors of the Cyprien-Fox Group at a joint company /board senior management course entitled "Management by objectives". Two other lecturers were Mr. D. E. Allen, fleet engineer of W. W. Drinkwater (Willesden) Ltd., and Mr. B. N. McKibbon, a consultant.

The Board's London and South Eastern regional manager. Mr. D. J. Hilton, told CM "this is the first course of its kind in the region and I hope it will be the forerunner of many".

The course began on Friday evening and finished on Sunday evening with a 10-hour session on Saturday. Mr. R. A. Mulvey, managing director, Cyprien-Fox, said "the long Saturday session was by choice rather than compulsion".

The content of the course was tailormade to the Cyprien-Fox requirements by the RTITB. It is understood that the Board can arrange this for other companies provided the subjects to be covered fall within the framework of its scope.

At the end of the course Mr. Len East, Cyprien-Fox's managing director in London, said: "I believe we are now all tending to think on similar lines, so far as management within the group is concerned". He was accompanied on the course by his manager, Mr. J. D. Newton and his traffic manager, Mr P. Butler. Throughout the course the lecturers endeavoured to impress management that definite standards must be set if objectives were to be achieved. The words "adequate" and "virtually" and others of an idefinite nature were excluded from the vocabulary over the weekend.

The group's Newton-le-Willows depot was represented by Mr. J. Priestly, the managing director, Mr. P. A. Goodram, director, and Mr. H. Wildman, manager. From Leeds the managing director of Clarkson (Transport) Ltd., Mr. Dennis Butterwick, and his brother Mr. David Butterwick, the manager, were in attendance, and the Welsh company had its managing director Mr. C. H. Massy and Mr. R. Richards, a director, at the course.

To ensure that the principle of management by objectives reaches every function in group working, the Cyprien-Fox accountancy team was represented by Mr. A. L. Abedy, the chief accountant, his cost accountant, Mr. P. Rawal, and another accountant Mr. P. Conway.
