Which of the following most accurately describes the problem?

HEAPS SAYS the McKinney & Son case and others have led him to believe the 0-licence application procedures must be reviewed. He is recommending to his fellow TCs that, as a minimum, they should demand the following documents with any application or variation:

*A copy of the applicant's pcssport certified as a true copy by a solicitor or notary public after meeting the applicant and after taking all such steps as were required by the money-laundering regulations. If the applicant did not hold a passport, a photo driving licence would be acceptable. *A letter signed by the applicant and addressed to his/her bank or other financial institution authorising it to speak or correspond with the relevant Traffic Area Office to confirm the validity of financial evidence supplied in support of an application.

• Unless the applicant owns the freehold of any proposed operafing centre, a copy of any relevant lease or tenancy agreement so that consent for use as an operating centre could be checked by a TC.
