Which of the following most accurately describes the problem?

• Latest figures from the Lorry Control Unit show that nearly 25% of vehicles checked were prosecuted for breaching the London Lorry Ban.

Of 2,843 lorries checked between July and September last year, 599 were prosecuted and fined and a further 109 were given warnings.

The Lorry Control Unit says the figures are down on previous months, indicating that the ban is working. Chairman John Hale says: "We have noticed a great many lorries disappear off the roads over the past six months and you need to have high fines to deter people."

The ban, which runs across 19 London boroughs between 21;00hrs-07:30hrs on weekdays, has been heavily criticised for being confusing and over-penalising hauliers and drivers.
