Which of the following most accurately describes the problem?

SCOTTISH SECRETARY George Younger has approved proposals for a road scheme for Rosslyn Street/St Clair Street in Kirkcaldy, Fife, and the British Road Federation has called for the construction of the East Fife Regional Road. _

The Rosslyn Street/St Clair Street corridor is an important part of the principal road system running northwards from the central area of Kircaldy. A local plan is to be adopted for the road scheme, the Scottish Office said.

The BRF's call for improvements to the road system to the east of the M90 says that the four existing routes bear no relation to the modern day traffic needs.

"They lack suitable capacity and are sub-standard in terms of both horizontal and vertical alignment," the BRF said.
