Which of the following most accurately describes the problem?

THE AUSTRIAN truck plant operated by MAN-owned 0eAF in Floridsdorf, Vienna, is to be closed within the next two years. The 0eAF model range, based on the MAN programme, as well as a number of special-purpose vehicles — including heavy haulage tractors and all-wheeldrive military units — will continue to be built at the 0eAF bus works at Liesing, south of the Austrian capital, which has been working well below capacity.

Over the same period it is also expected that greater use will be made of components from the parent company's production line. Until now only engines and gearboxes were "imported" from Germany. A reduction of the labour force of almost 20 per cent — from the present strength of 1,000 — is also anticipated.
