Which of the following most accurately describes the problem?

THE NEC ANNUAL report and accounts is a model for all companies. Apart from its excellent graphic design, it presents financial information in a way that almost anyone can understand. It contrasts strongly with even more elaborate and expensive publications from other companies which, I am sure, the vast majority of shareholders put straight into the dustbin because they are incomprehensible.

The NFC knows about communication — and with Brian Cottee, a former editor of Commercial Motor, as the arch "informer," so it should.

The report was a warning story to tell but makes no secret of the fact that, with half the operating profit of £22.8m coming from property disposals, the proportion of profit from trading must be increased. To that end "much more effort" and money have been put into marketing and selling, with promising results.

Is there a lesson for the Government, with its intense reluctance to spend to earn?
