THE Passenger Vehicles (Educational and Other Purposes) Bill was given a second reading in the House of Commons last week This Private Members Bill, introduced by David Hunt, MP for Wirral was given Government support.
It Is intended to remove certain minibuses operating for hire and reward from the scope of psv Pemtits allowing this may be issued by the Traffic Commissioners for the area concerned or by certain bodies designated by the Secretary of State.
Vehicles involved are those adapted to carry eight to 14 passengers when they are operated by bodies concerned with education, churches, social welfare or other activities for the benefit of the community.
Though it goes some way to meet the recommendations contained in the report by the National Council of Social Service and others "A fare deal for minibuses", it does not contain any of the report's recommendations for fitness certificates and psv status for vehicles with more than 18 seats.
