Which of the following most accurately describes the problem?

ROAD signs on Merseyside are so poor they confuse more drivers than they help, it was stated at the monthly council meeting of the Merseyside Chamber of Commerce and Industry.

"We have the worst road signs in the country. How anyone finds their way here I don't know," Derek Heys declared.

The docks area was particularly difficult. "I have lived here for years and I have trouble myself," he said.

The council agreed to make representations to local authorities for an improved road sign service.
