Which of the following most accurately describes the problem?

CORK Harbour is to have a new ro/ro ferry site at Ringaskiddy, in the upper harbour area.

As part of a £121/2million development plan, new road links will be provided around the harbour. A ferry has yet to be found to use the ro/ro site.

Meanwhile a proposed ro/ro ferry between Rosslare Harbour, in the south east of Ireland, and Rosscoff in France has been postponed for a year.

Irish Intercontinental Lines which operates the existing ro/ro ferry between Rosslare and Le Havre, says it will be introducing a second ship on this route next year.

The only problem is that plans for a second harbour arm at Rosslare, to cost £3million, have been postponed, but the second ferry expected to use a floating ramp.
