Services Redundant

APRINCIPLE of importance to operators of public-service vehicles was restated and reaffirmed by the Western Area Traffic Commissioners, when dealing with an application which came before them at their sitting at Truro, last week.

Application was made by Mr. R. B. Parnall, on behalf of the Penryn and Falmouth Motor Co., Ltd., to take over the licence for services between Penryn and Falmouth, formerly operated by the late Mrs. Hocking, of Penryn. The application was opposed by the Western National Omnibus Co., Ltd., and four other local operators.

In supporting the application, Mr. Parnall said that if it were granted there would be no additional services but simply a continuation of those at present in being—and the Western National, and the other objectors, would be in exactly the same position as they were before.

The chairman recalled that the Cum missioners had refused an application from the Western National Omnibus Co., Ltd., to take over Mrs. Hosking's services on the ground that there was no need for them, and licences were granted to Mrs. Hashing and others, merely because they had been operating on the route for a long time. In 1930, when the Act came into operation, the Commissioners went into the whole matter, and whilst not disagreeing with. the Western National Co., Ltd., that its services were sufficient, they felt it would be unfair to refuse to licence the vehicles of any of the other operators, as they had been on the road so long.

It was, however, intimated at that time, that as operators dropped out through death or other circumstances, the services would be reviewed. The chairman said the Commissioners would, therefore, now require evidence that the services were necessary before granting the application before them.

The application was refused.
