AN increase of 80 in the membership of the C.M.U.A. (Manchester Area) goods vehicle licensing scheme was reported at the annual meeting held on Tuesday last, when it was stated that there were 689 paid-up members. During the past year, about 250 applications were presented to the Licensing Authority, and over 100 vehicles were added to the fleets of the members.

Among the applications, it was stated, was that of Collier Daniels Transport, Ltd., and whilst the Authority renewed the licences of three vehicles which had been operated in the basic year, he deleted one machine acquired during the currency of the first licence, and refused an application for a further vehicle. The railway objectors, said the report, have appealed against this decision, claiming that all the vehicles should be deleted and that the applicant should cease to operate on these licences, as the rail services are equivalent to, or better than, those provided by the applicant company.

In the Bouts appeal, it was laid down in general terms, that where a carrier proves that he has an established service, his position should remain undisturbed except in the case of over-riding circumstances. It appeared, the report stated, that the railway company in the Collier Daniels case had attempted to establish a claim, that because they run a through, fast service to the same port as the applicant, it had shown an over-riding circumstance which justified the deletion of the carrier's services.

Comment was made on the lead taken by local areas in approaching Parliamentary Groups and, it was stated, much of the memorandum presented to the Ministry of Transport by the B.R.F., was extracted verbatim from memoranda presented to Members of Parliament by deputations from Lancashire and district.
