Which of the following most accurately describes the problem?

A UNION LEADER has praised Scunthorpe-based PD Logistics after negotiating a pay deal worth up to 25% for its drivers.

Graham Bird, regional officer for the United Road Transport Union, says the two-year deal will boost their basic hourly pay from £5.20 to £6.50.

"This is the best deal the drivers there have ever had,he says. "A lot of it is down to operations director Jim French who has done what he can to meet our aspirations."

The deal is unusually generous because it consolidates bonus pay into the basic rate.

Bird says the bonuses were introduced in the mid-1990s on a trial basis but were never rolled out among all 160 drivers and ancillary workers.

He adds that drivers who stand to lose most from the loss of the bonuses will receive a £40-a-week supplement until March 2005.

Although the deal covers the period from April 2003 to March 2005. the first of two increases will only be paid from next month (January). The second increase will run from April 2004.

The drivers, who mostly work on a contract with steelmaker Corns, staged an unofficial one-day stoppage more than a month ago.

Martyn Pellew development director for the PD group, says: "We believe we have put a very good offer to the workforce."
