Which of the following most accurately describes the problem?

TNT HOPES to have 80 new drivers by the end of the year following the completion of the first phase of its 'Trailblazer' driver training programme for warehouse and loading bay staff.

The scheme was launched last February to alleviate the driver shortage by enabling non-driving staff to train for HGV licences before completing an NVQ 2 in driving goods vehicles.

Malcolm Pickup. TNT's network operations training and development manager. says the scheme benefits everyone involved: "Trailblazer enables us to meet our future needs through planning: we can produce new HGV drivers and also upgrade existing drivers "It acts as a massive motivation to the individual and enables us to look after the people within our business."

TNT has already launched Trailblazer IL with a third phase expected to begin in spring 2004.
