Which of the following most accurately describes the problem?

SOUTHERN ENGLISH hauliers want to freeze overnight subsistence payments for drivers of sleeper-cabbed lorries as part of the 1983 wage agreement for the area.

The Southern Joint Industrial Council met on Monday this week, and employers offered to increase overnight subsistence by 25p to £10.25, but only for drivers of vehicles with day cabs. They argued that the time has come to stop automatic increases to both classes of drivers, as day cab drivers must pay for overnight accommodation out of their allowance.

The operators also offered to raise basic rates by 3,5 per cent, taking the top weight basic rate from £86 to £89.

No agreement has yet been reached, and both sides will meet again on January 10. But they have agreed to increase welfare benefits from January 1.

Merseyside drivers have rejected an offer to increase the top weight basic by £2.50 to £91.50, subsistence by 25p to £10.75, and night money by 2p per hour to 54p. Transport and General Workers Union regional
