Which of the following most accurately describes the problem?

LONDON TRANSPORT is planning to consider the application by Associated Minibus Operators to run a network of Hong Kong public light bus-style minibus routes in London at a special public hearing under an independent inspector.

LT Chairman Dr Keith Bright said that the AMOS proposal could have a profound effect on existing bus and rail services as well as on London's already choked road system.

But it could also offer a new type of public transport service to London. He thinks that it is vital that the advantages and disadvantages of the idea are brought into the open and debated, which is why LT is to hold the hearing. The inspector will be appointed by London Transport and will present his report to it. A formal notice of the application and the date of the hearing is to be issued shortly.
