THE WHITE PAPER on bus subsi dies is a "forceful and stimulal ing document which will "sec sibly remove" the confusio arising from the Law Lords Interpretation of the 1969 Tram port (London) Act, former Lon don Transport chairman Si Peter Masefield claimed thi week.
Sir Peter told the Charter& Institute of Transport that th White Paper established that reasonable level of urban tram port subsidy is lawful, and it als, provided for an assessment c value for money from subsidy i terms of benefits both to user of public transport, and t, others.
He repeated his view that th acceptance of CI of subsid covering both capital an revenue earned would be simple, straighforward and ea: ily understood formula for th payment of support.
It would give operators an ir centive to maximise commercil revenue, would free them fror political bias, and place upo them the responsibility for th balance of spending betwee capital and revenue.
He said the White Pape proposals implied an 85p per level of support and he hope that a £1-for-£1 rate could b reached later in better economi circumstances.
