Which of the following most accurately describes the problem?

E SULTS of the " New Ways for London" competition organized by the Roads Campaign Council are released today. Entrants were required to map a network of urban motorways and parking facilities for the entire County of London, and to build a scale model, showing the alterations Made, of any 11-sq.-mile area within a six-mile radius of Charing Cross. Both displays were to be backed by a 6,000-word report.

The best entry, winning the £2,000 award, was that from J. A. Proudlovc, whose scale model covers an area including Fleet Street, F'arringdon Road, Holborn and Clerkenwell Road. Mr. W. K. Smigielski came second with Mr. I W. Morison, an Australian, third. Their prizes are £1,000 and £500 respectively. Two syndicates gained the remaining £250 awards. All the schemes would obviously be expensive and, if proceeded with, necessitate direct Government action and backing. In his report, Mr. Smigielski estimates that the cost of elevated urban motorways in inner London alone would be £180m. at an assumed cost of £6m, per mile. The entries all make extensive use of underand over-passes and elevatedroad construction, These ambitious proposals make an interesting comparison with those put forward by the London Roads Committee, They proposed two schemes, both covering development over the next 20 years. Neither included widespread construction of new roads, but formulated improvements to the existing system to relieve bottlenecks and increase the available road space without greatly altering the present character of London.
