Which of the following most accurately describes the problem?

THE North Western Licensing Authority has rejected Lytham St. Annes Corporation's application for permissionto allow old peop'e to travel free on their bus services for a trial period of 'six months.

In his reply, the Authority said that whilst he had every sympathy with the aged, he considered that the cost of concessions of that kind should not be borne by the funds of transport undertakings, particularly at the present time.

The reply also said that variat:ons of conditions sought by municipal licence holders for proposals to charge certain aged people less than ordinary fares at off-peak periods had been granted in one or two cases, but "the applicants in these cases have successfully contended that such arrangement does not in practice lead to loss of revenue by the transport undertaking."

It is understood that an alternative proposal suggesting reduced fares for a trial period will now be considered by the transport committee.

The South Eastern Licensing Authority has granted permission to Wilts and Dorset Motor Services, Ltd., to increase certain return fares. They involve only sub-standard fares, and range from Id. on fares below Is. to a maximum of 6d. on fares of 5s. and over.
