Which of the following most accurately describes the problem?

SCOME operators of goods or passenger vehicles are not fully conversant with the latest. restrictions in respect of liquid fuel, therefore a summary ma 3i be of interest to them.

As from December 8, 1942, the Motor Fuel Rationing (No. 3) Order, 1942, has been superseded by the Control of Motor Fuel Order, 1942. Under Article 5 of the latter it has become an offence for any perbson to use or permit the use of motor fuel (even when acquired against coupons „ issued in respect of past periods or acquired before rationing started) in a motor vehicle in relation to -which ration coupons are issued by the M. of W.T., except under the following conditions :— ( a) For a purpose mentioned in the application upon which coupons were issued in respect of the vehicle concerned, for the rationing period current when the fuel is used, or the last previous period, and not disallowed ; (b) in the case of fuel not acquired against the surrender of coupons or under the authority of a licence (such as stocks purchased before rationing started), under the authority of a permit to which we refer later.

Any prohibition may be in relation to individual items in a particular application or applications, or in -general terms forbiading, until further notice, the use of fuel for the purposes stated.

With regard to ,(a), an operator who, after the receipt of coupons, considers it necessary to use fuel for a purpose not mentioned in his application, or, in exceptional circumstances, for one notified to him as disallowed, should immediately submit a further application giving full details of the proposed journey or journeys, loads and estimated fuel consumption; also stating wheffier additional coupons are or are not required. The journey should not be, operated until a decision is receivegi This may be obtained by telephone.if the journey he urgent.

As regards (b), certain operators were granted licences by the Minister of Fuel and Power under paragraph 10 of the previous Order referred to above or earlier ones. These licences are no longer operative, but a general permit under article 13 of the latest Order has been issued by the M. of W.T., authorizing every person who, on December 8, 1942, held such a licence, to use fuel acquired otherwise than against coupons or under the authority of a licence, in vehicles in relation to "which coupons are issued by the M. of W.T., to continue its use subject to the same conditions as were attached to the former licence.

• This procedure can be followed until such date as the operator is notified that the permit no longer applies to him. A copy of the permit is being sent to each person affected, and will later be followed by advice as to the method and time of application for an individual permit, if desired.
