Road Safety Officers to be Appointed.
To promote road safety and to relate local effort more closely to the general policy of his Ministry, Mr. Hore-Belisha has decided, as an experimental measure, to appoint; under each divisiOnal road engineer, a special officer charged with certain duties in regard to road accidents.
His function will be to study the conditions in his area, to sit on local safety committees, and generally to take such action as may be possible to stimulate local interest in safety problems. He would, of course, examine all accident reports and statistics, and, under the general direction of the divisional load engineer, confer with local or police authorities and other bodies with a view to reducing the present risks and dangers.
They will be stationed in the following centres:—Northern Division, Leeds; Midland, Birmingham; Wales and Monmouth, Cardiff; Southern, Exeter; London, Wood Street, S.W.; Eastern, Bedford; Scotland, Edinburgh. An eighth division, known as the North-western, at Manchester, will function from January, 1937, taking over a large part of the Northern and a small part of the Midland divisions.
A-licence Renewal Granted without Change.
The first big A-licence renewal in the North-Western Area has been granted, as applied for, by the Licensing Authority, in direct conflict with the challenge of the four grouped railway
companies. The application was by H. ..11enshaw and Co., Ltd., Mouton, Eccles, Manchester, and concerned 14 vehicles and 10 trailers.
During the hearing, Mr. Henry Backhouse made, without success, the plea A30
that traffic-court procedure was placing fir too heavy a burden upon applicants, and that if objections were lodged on the score of redundancy, the objector should first prove his case, rather than the applicant be asked to prove everything on every renewal case.
• For the railway companies, Mr. G. H. P. Beames pressed the contention that the status quo provided for in the Act was not to be maintained until time immemorial, and that the decision in this application should be deferred until after the final issue had been reached in the Bouts-Tillotson case.
