Which of the following most accurately describes the problem?

An application to the North-Western Licensing Authority which raised the principle of whether a haulier should be permitted to follow his customers when they removed to other districts, has been refused. As reported in The Commercial Motor dated November 20, Mr. Fred Stringfellow, of Shuttleworth, Lanes, applied for two additional vehicles.

The North Western Authority has granted the application of Mrs. C. A. Hughes, of Abergele, for the renewal of her A licence for two 2-ton vehicles. The case, which was reported in The Commercial Motor on December 4, raised an interesting issue concerning the ownership of Mrs. Hughes's business.
